Title VI

Title VI of the Civil Rights Act of 1964 states: “No person in the United States shall, on the ground of race, color or national origin be excluded from participation in, be denied the benefits of or be subjected to discrimination under any program or activity receiving federal financial assistance.” Subsequent laws and Presidential Executive Orders added handicap, sex, age or income status to the criteria for which discrimination is prohibited. The WinFred MPO Title VI Plan was developed to ensure the WinFred MPO is in compliance with nondiscrimination requirements as outlined in Title 23 CFR and 49 CFR and related laws and provides specific information on how to file a nondiscrimination complaint.

This Plan also provides an overview of Environmental Justice (EJ) and Language Access concepts, definitions of the Title VI and associated nondiscrimination acts, and how Title VI, EJ and Language Access are incorporated into the metropolitan transportation planning process. EJ guidelines and outreach strategies for minority, low-income and limited English populations are included within the WinFred MPO Public Participation Plan.

How to File a Complaint under Title VI

If you believe that you have been discriminated against, you may file a complaint under the programs listed below:

  • The Title VI Program
  • Title VI of the Civil Rights Act of 1964 (Title VI)

To file a complaint please choose which program best fits your situation and submit the following information:

  • A written explanation of what has happened
  • Your contact information, (e.g., email address)
  • The basis of the complaint, (e.g., race, color, national origin, disability)
  • The identification of the agency alleged to have discriminated
  • The date(s) of the alleged discriminatory act and location
  • Fill out the respective complain form listed under “documents” to the right
  • All FHWA related complaints will be immediately forwarded to the VDOT Staunton District Civil Rights Manager, Carolyn Sharp. For more information on how FHWA related complaints are handled please visit the FHWA website.
