Winchester / Frederick County Metropolitan Planning Organization
The Winchester Frederick County (WinFred) MPO was created as a result of the designation of the Winchester-Frederick County Urbanized Area by the U.S. Census in May 2002. Federal regulations require an urbanized area to create and maintain an ongoing transportation planning process that is comprised of representatives of the local jurisdictions as well as state and federal transportation officials.

MPO Policy Board & Committees

Once the MPO was established, a set of By-laws were adopted on March 23, 2003, to create the structure and the representation on the MPO (see link to By-laws). The adopted By-laws of the MPO created a Policy Board and two committees; the Technical Advisory Committee and Citizens Advisory Committee. In June of 2022, the Policy Board voted to establish a new Bike and Pedestrian Advisory Committee to assist and advise on strictly Bike and Ped related matters.
