SMART SCALE Round 4 Projects

Through the comprehensive and coordinated transportation planning efforts of the WinFred MPO and regional partners, a total of 5 SMART SCALE pre-applications have been submitted for grant funding. One of these pre-applications was submitted by the Northern Shenandoah Valley Regional Commission. Pre-applications are being screened for VTRANS eligibility and will be submitted in full when the SMART PORTAL opens. Full applications are due by August 3, 2020. Descriptions of the projects submitted for funding are listed below.

Valley Pike/Shawnee Drive Intersection Improvements

City of Winchester/WinFred MPO

Operational, geometric and access management mitigations to safety and mobility deficiencies at an urban intersection and adjacent 0.2 mile section of US 11.

Exit 317 Interchange Improvement Project

Frederick County/WinFred MPO

Replace diamond interchange with diverging diamond interchange; Route 11 intersection improvements along corridor consistent with MPO study recommendations.

Route 7 STARS Access Management Projects

City of Winchester & Frederick County/NSVRC

Left turn elimination and access management at four Potential for Safety Improvement (PSI) intersections and segments along the corridor to address safety and operation deficiencies as identified and addressed in the 2020 Route 7 STARS study.

Pleasant Valley STARS Access Management Improvements

City of Winchester/WinFred MPO

Implement operation and access management improvements at four intersections along Pleasant Valley Road as recommended in 2020 STARS study. Improvements to include the elimination of targeted sidestreet left turn movements, prohibition of certain turning movements and construction of medians to address high PSI intersections and segments.

Route 11/Old Charles Town Roundabout

Frederick County/WinFred MPO

Replace existing T intersection with a roundabout.
